NÁRODNÍ VÝBEROVÁ KONFERENCE Pro školy Každá škola dostala zadanou rezoluci, kterou má obhajovat. Jsme si vědomi toho, že se s rezolucí nemusí delegace ztotožňovat. Účelem je, aby se delegáti vcítili do rezoluce a snažili se ji obhájit, jako by to bylo jejich vlastní dílo. Rezoluce jsou připojeny v tomto dokumentu. Pořadí debat určují předsedající. Úcastnický poplatek Účastnický poplatek činí 400 Kč za delegaci. Školy se dvěma přihláš e n ý m i d e l e g a c e m i m u s í p o p l a t e k u h r a d i t z a k a ž d o u d e l e g a c i . Ty t o p e níze budou použity výhradně na zajištění předkol. Faktura bude odeslána na email zodpovědné osoby (učitele) poté, co škola/delegace zašle své fakturační údaje (adresa + IČO). Peníze poukažte do konce ledna 2013 na účet EPM v ČR 225568457/0300. Do poznámky uveďte jméno š k o l y. O p e r a t i v e C l a u s e s ( b o d y v r e z o l u c i o z n a č e n é č í s l y, d r u h á č á s t r e z o l u c e ) . Po i n t s o f I n f o r m a t i o n : v t é t o č á s t i s e m o h o u d e l e g á t i z e p t a t n a nejasnosti v rezoluci. Příklad: „What does EU stand for?“ Otázka typu: „Why do you propose that?“ není otázka vhodná pro tuto část a delegáti by ji měli přednést až v Open Debate. Defense Speech: jeden člen delegace předstoupí a pronese t z v . D e f e n s e S p e e c h . Ta t o ř e č s l o u ž í k p ř e d s t a v e n í a o b h a j o b ě rezoluce. Mluvčí by měl vyzdvihnout kladné stránky rezoluce a měl by vysvětlit všechny kroky rezoluce. Maximální délka j e 2 m i n u t y. V ní mluvčí vyjádří nesouhlasné stanovisko s rezolucí, kterou napadá, a rozebere, proč by pro ni neměli ostatní delegáti hlasovat. Maximální d é l k a j e 2 m i n u t y. Open Debate: v této části se delegáti mohou vyjadřovat k právě proj e d n á v a n é r e z o l u c i . B u d e m o ž n o v z n é s t j e d n o t l i v é p o d n ě t y, n a k t e r é bude moci předkládající komise reagovat. Délku diskuze určí předsedající. Sum-up Speech: tuto řeč si mohou připravit 1-2 delegáti. Měla by rea g o v a t n a p o s l e d n í k o l o p o d n ě t ů z O p e n D e b a t e a z á r o v e ň b y m ě l a s h rnout nejspornější body diskuze a reagovat na ně. Je to poslední možnost jak přesvědčit ostatní delegáty k hlasování pro rezoluci. Mluvčí si mohou p ř e d a t s l o v o p o u z e j e d n o u . M a x i m á l n í d é l k a 3 m i n u t y. The European Youth Parliament A Taking into account the difficulties that Europe is facing regarding the consequences of an ageing population; B Realising that a decreased birth rate within Europe will contribute greatly to a shift in the ratio of workers to pensioners; C Fully aware that life-long learning and vocational training are essential to ensure the continuous employability of workers; D Deeply concerned that many people are forced to retire at a fixed age despite being both able and willing to continue working; E Observing the current differences and the lack of communication between EU Member States regarding the effects of the ageing population on our society; 1/ 2/ 3/ 4/ 5/ page Encourages the EU to implement life-long learning educational programmes in order to enable a higher employability throughout all age groups through means such as: a/monthly courses assisted and funded by EU b/young volunteers participating in programmes organised by the EU aiming at the education of older people in the usage of computer technology c/providing materials for self education Requests the introduction of certificates for all completed trainings and modernisation courses that are recognised by all employers within the EU Calls for the abolishment of mandatory retirement ages in all EU member states Strongly encourages all EU Member States to ensure their „family“ policies provide: a/the support of mothers by offering paid maternity leaves b/childcare support offered both by the state and private companies c/incentives for families with two or more children such as subsidies and tax reductions Urges governments of EU Member States to financially support companies hiring elderly employees 4 | facebook.com/NationalSelectionConference | eyp.cz EUROPEAN YOUTH PARLIAMENT PARLEMENT EUROPÉEN DES JEUNES EVROPSKÝ PARLAMENT MLÁDEŽE V ČR MO T I ON FOR A RE S OL U T I ON BY T H E C OM M I TTE E O N C ULTURE A ND ED U C AT I ON I Concerns about press freedom: how can the EU ensure that this fundamental right of democracy is effectively guaranteed and respected throughout its borders? The European Youth Parliament A B C D E Convinced that freedom of speech and freedom of the press are fundamental rights and a necessity for successful democracies; Defining mass-media as a means of disseminating information to as many people as possible including, but not limited to: a/printed media such as newspapers, journals, newsletters, b/websites and blogs, c/television and radio networks Regretting that current legislation concerning press freedom is not always respected; Fully aware of the continual growth of the internet; Emphasising the importance of education in public awareness of media pluralism and legislation concerning the press; 1/ Calls for a common standard agreement on press freedom which must be adhered to by all Member States including: a/a minimum number of independent media in relation to population in order to support a self-regulating media system b/the prevention of mass media monopolies in accordance with existing anti-trust laws c/the reduction of undue economic, legal and administrative pressure on journalists d/the protection of journalists from physical intimidation, violence and persecution Calls for the instigation of a special commission or agency to: a/define the common standard and advise on how to attain and maintain the standard b/to encourage media pluralism c/assist states which fall behind the standards Resolved to support approved independent media associations and watchdogs when requested and where possible Urges Member States to continue allowing an international media presence and the continuation of uncensored internet access Strongly recommends that Member States develop or encourage educational programmes where objective reasoning skills are taught alongside media studies in order to create an understanding of press freedom and pluralism 2/ 3/ 4/ 5/ page 5 | facebook.com/NationalSelectionConference | eyp.cz EUROPEAN YOUTH PARLIAMENT PARLEMENT EUROPÉEN DES JEUNES EVROPSKÝ PARLAMENT MLÁDEŽE V ČR MOTION FOR A RESOLUTION BY THE COMMITTEE ON ENVIRONMENT, PUBLIC HEALTH AND FOOD SAFETY I From good intentions to action: saving biodiversity. How should the European Union act to accelerate the implementation of its action plan to halt the loss of biodiversity, in particular by better involving citizens and civil society? The European Youth Parliament A B C D E Having studied the different economic situations, development levels, divergent spending cultures as well as the impact and approach to the current crisis; Fully aware that Member States are cautious to transfer competences to the European level due to loss of fiscal flexibility and direct decision-making power; Deeply disturbed by the failure of Member States to properly manage, plan and implement their economic and fiscal policies such as those regarding tax surveillance; Alarmed by the lack of transparency and surveillance of the economic situation and budgetary policies in each Member State which can lead to misinforming the public; Keeping in mind that while austerity measures may undermine economic growth on a short-term basis, they are essential for creating stability and confidence in the European market; 1/ Urges Member States to take the necessary actions and measures in all domains of policy which are essential to the functioning of their economy in pursuit of fostering fiscal discipline, including but not limited to preventing tax evasion Calls upon the European Commission to send observers to national statistical offices to verify the collection and authenticity of economic and social data to ensure that accurate information is available to both the public and the European Commission Urges the European Commission to develop and implement its own rating system for the Member States’ respective economic situations based on a set of economic, social and fiscal indicators Calls upon the European Commission to publish quarterly reports providing easily accessible and understandable information about the Member States’ fiscal situations Considers short-term austerity measures necessary in the creation of an environment to support he EU‘s objectives of long-term sustainable growth, employment and social cohesion 2/ 3/ 4/ 5/ page 11 | facebook.com/NationalSelectionConference | eyp.cz EUROPEAN YOUTH PARLIAMENT PARLEMENT EUROPÉEN DES JEUNES EVROPSKÝ PARLAMENT MLÁDEŽE V ČR MO T I ON FOR A RE S OL U T I ON BY T H E C OM M I TTE E O N AGRICULTURE A N D R U R AL D EVEL OPM EN T Harvesting a better Europe. In light of Commission proposals for a renewed Common Agricultural Policy for the period 2014-2020: How can the EU ensure its policy objectives of revitalising rural areas and increasing the agricultural sector’ s competitiveness and sustainability are best achieved in a volatile global market? At a time when cultural spending is hit hard by the financial crisis and legal enforcement of copyrights is becoming increasingly difficult, what measures should the EU take to develop a fair and stimulating system of recognition and reward that puts the artist at its heart? The European Youth Parliament A B C D E B e a r i n g i n m i n d t h a t t h e c u l t u r a l s e c t o r a c c o u n t s f o r 3.3% of the EU Gross Domestic Product and 8.5 million EU jobs; Fully aware that the current European policy regarding copyright is outdated as it was not designed to correspond with the current digital era; Deeply concerned that artists are being restricted and demotivated by a complex, expensive and lengthy copyright system which could lead to the stagnation of European cultural development; Alarmed that piracy accounts for 24% of worldwide internet bandwidth consumption and is becoming increasingly prevalent due to the lack of legally accessible cultural content and because it is difficult to close down illegal channels; Noting with regret that piracy has become widely tolerated and socially acceptable across Europe and that young people in particular are unaware of its consequences; 1/ Recommends the provision of obligatory seminars about piracy and its consequences to young people in schools by artists and other representatives from the creative sector Endorses the launch of a mass multimedia campaign including but not limited to advertisements and festivals that stresses the effects of piracy on the artist Calls upon the expansion of cloud computing services and similar means of accessing and purchasing artistic content as a convenient way of supporting cultural exchange Calls for the establishment of a pan-European collective management organisation to: a/facilitate better communication and cooperation between its national counterparts b/assist these national organisations in overseeing the welfare of their artists Further recommends Member States reserve a set proportion of their art funding for starting artists and independent cultural companies rather than large institutions 2/ 3/ 4/ 5/ page 15 | facebook.com/NationalSelectionConference | eyp.cz EUROPEAN YOUTH PARLIAMENT PARLEMENT EUROPÉEN DES JEUNES EVROPSKÝ PARLAMENT MLÁDEŽE V ČR MO T I ON FOR A RE S OL U T I ON BY T H E C OM M I TTE E O N SE CURITY A ND D EF EN C E In light of increasing concern over Iran’s nuclear programme and renewed talks on expanding EU sanctions. What role should the EU adopt to promote a peaceful outcome to the issue of Iran’s nuclear programme and thereby ensure stability and security in the region? The European Youth Parliament A B C D E Deeply alarmed by the fact that even though Iran has signed the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) they repeatedly fail to adhere to its obligations by not allowing complete inspection of their nuclear facilities by the International Atomic Energy Agency (IAEA); Deeply concerned by the consequences the imposed sanctions have on the Iranian people as they hurt Iran’s already weakened economy and hence force the Iranian government to cut down on welfare spending; Noting with concern that the current information on the Iranian nuclear programme is largely derived from subjective sources such as the United States of America (USA) and Israel and thus are not fully reliable; Fully aware of the totalitarian regime of Iran and that its l a c k o f r e s p e c t f o r d e m o c r a t i c v a l u e s c a u s e s d i f f i c u l t i e s i n negotiating efficiently; Keeping in mind that the religious and cultural differences between the involved parties partially causes Islamophobia and misunderstanding of Islam, and therefore Iran, within Western countries; 1/ Calls upon the IAEA and other stakeholders to offer assistance to Iran’s nuclear energy programme and its peaceful intentions by offering them: a/the necessary equipment for obtaining nuclear energy b/technical and scientific assistance c/a neutral third party to take care of nuclear waste Declares accordingly that Iran will have to agree on frequent inspections and further monitoring of the nuclear programme in order to obtain the aforementioned benefits Designates the EU to provide its Member States with cultural and educational experience about the Iranian people in order to bridge cultural divides and increase the understanding between European countries and Iran Notes that the EU will continue with its sanctions on nuclear weapon-related technology until Iran’s peaceful intentions are fully recognised in accordance with the current sanctions Encourages the Middle Eastern countries to further collaborate through the implementation of a platform for common policy and political dialogue with its own jurisdiction 2/ 3/ 4/ 5/ page 16 | facebook.com/NationalSelectionConference | eyp.cz EUROPEAN YOUTH PARLIAMENT PARLEMENT EUROPÉEN DES JEUNES EVROPSKÝ PARLAMENT MLÁDEŽE V ČR XV.
